For example, like last year, some people thought a 2 loss Georgia deserved in over an undefeated Notre Dame but Notre was chosen. Do you take an undefeated team who's played a mediocre schedule over a one loss or two loss team who has played a much more difficult schedule? Criteria to consider would be eye test, head to head, rpi, overall record, strength of schedule, and common opponents played.
