I watched a lot of 16th region basketball this season, along with the regional tourney.
IMO I would rank the teams like this.
#1. Elliot Co.- They bring back Knipp and another good post player Jake Ison. Cody Nickell is a good guard.
#2. Greenup Co - Trey Williams, Dustin Linthicum , and Mike Haptom give GC one of the better frontcourts in the state.
#3. Rowan Co. - Return their best player Adam Wing, Who is the second best player in the region. Also Darrell Cross is back in the backcourt, the quickest player in the region, and one of the fastest in the state. (Cross is also a top prep RB in KY on the grid-iron)
#4 Ashland - Corey Gregg...need I say more. This Soph has huge talent.
From 5 on, You could rank a lot of teams in a lot of diffrent places.

Top Players coming back in 2010-2011.
Timmy Knipp - Elliot County - 6'7" combo guard who is one of the top players in KY. D-1 talent who led the state in scoring last season with over 30 ppg.
Adam Wing - Rowan County - 6'4" G/F who has a huge upside and plays the game so hard. Only a Soph and has a tremendous work ethic. .
Mikey Terry - Fairview - 6'7" F -who plays around the arc, and get to the basket so easily. If he wanted to he could be a top player in KY in two years. Fairview will ride his back hard, so his stats should go way up.
Corey Gregg - Ashland - 6'5" F - who is so quick with his feet. Only a 10th grader who is physically beyond his years. He is a 6'5" Demacus cousins. He owns the boards and has great hand-eye cordination.
Trey Williams - Greenup County - 6'6" Guard who isnt the normal guard. He likes to get in the paint, and take slower defenders off the dribble. Averged over 15 ppg last season.

Only hidrance is that he's always played the post, can't take it out on the floor and doesn't run particularly well. And from all accounts, Terry is headed back across the river where he lives.
