KHSAA kind of has a trickle down effect with the hold back rules. If you are 19 before August 1st of your Senior year, then you cannot play that year. This of course makes a child pick between staying back in grade school another year or moving on to high school. So in that sense, the KHSAA does in a way control the eligibility of hold backs. Now how many years you can hold back in grade school and still be eligible to play in high school is still open. I know some kids are lucky enough because of there birthday to be held back twice but most can only do it once.
