I think if a team other than PCC or Hazard wins region, then that team will have had to have beaten both of them to go to state.

Luck of the draw hasn't had much to do with the team that won region over the past six years. Only one region winner over the past six years drew a 55th district opponent in the first round and that was Powell County in 2012 vs. Breathitt County and Hamilton pitching. For five consecutive years the first round game was decided by two runs or fewer. And the semi-finals wasn't much easier with 4/5 games decided by three runs or fewer during that same span.

Honestly, luck of the draw has a lot to do with it, regarding pitching. IMO
