Plus, not many building administrators are athletic minded from what I'm told by parents. They would rather assign 2-3 hours of homework and not be bothered with athletics.

That is true, Ive seen it first hand..
I don't want to bad mouth the system too much as academics are in such good shape but at the same time its all about those almighty, all important test scores and making the boss look good.
