Maybe a deal was made for some schools to 'go along' with the super regional proposal in exchange for the 58th district to accept Lawrence County? In the long run, if the super regional pans out, they'll be no need for districts thus making it a mute point. The larger point is there was a push to get the super regional implemented and I don't think anyone was going to stop it. Matter of fact, there were plenty of dissenting voices against this move, yet there's always resistance to change.

This was my understanding right here... School in the 57th refused to go to the 58th, school in the 60th was willing to make a deal to push LC to the 58th and bring Piarist in to the 60th. My thought is, why wouldn't the 58th push to have piarist in with them instead?
