As I recall and as I interpret the available informaton...All place kicks in college and the NFL (except for kickoffs, which can't be field goals obviously) are made without the tee from the ground, just as in high school all the tries can be made with a tee (whether that tee is a kickoff tee or the standard rubber block, it still elevates the ball off the ground 1-2 inches, just the kickoff tee doesn't require someone sitting there to hold on a finger on the football). Either way, the kick occurs with or without a tee as it normally would at that level, and there's still no rush involved either way, but yet it remains as a valid way to score a field goal at all levels.
