If I understand your argument, the reason coal fired plants (the ones that have so far resisted Obama's efforts to close them down) can continue to operate, is because srubber technology has improved enough to allow them to burn high sulfer coal.

Mines aren't producing coal because coal prices are being artificially suppressed by Obama's war on coal. The one-two punch of the Obama administration's War on Coal, along with liberal ideologue's 'hangman agency', the EPA, has succeeded in eliminating 57 generating stations in 2012 alone. "The Obama Administration continues to move forward with plans to completely shut down the American coal industry, as a record 57 coal-fired power stations are slated for shutdown in 2012. According to the U.S. Energy Information Administration (EIA), 175 coal-fired generators that collectively represent a whopping 27 gigawatts (GW) worth of electricity-generating capacity are set to retire between 2012 and 2016".

Presidents are supposed to be doing the following; Article 1 Section 7 Clause 2--- "Every Bill which shall have passed the House of Representatives and the Senate, shall, before it become a Law, be presented to the President of the United States: If he approve he shall sign it, but if not he shall return it, with his Objections to that House in which it shall have originated, who shall enter the Objections at large on their Journal, and proceed to reconsider it. If after such Reconsideration two thirds of that House shall agree to pass the Bill, it shall be sent, together with the Objections, to the other House, by which it shall likewise be reconsidered, and if approved by two thirds of that House, it shall become a Law. But in all such Cases the Votes of both Houses shall be determined by Yeas and Nays, and the Names of the Persons voting for and against the Bill shall be entered on the Journal of each House respectively. If any Bill shall not be returned by the President within ten Days (Sundays excepted) after it shall have been presented to him, the Same shall be a Law, in like Manner as if he had signed it, unless the Congress by their Adjournment prevent its Return, in which Case it shall not be a Law. Every Order, Resolution, or Vote to which the Concurrence of the Senate and House of Representatives may be necessary (except on a question of Adjournment) shall be presented to the President of the United States; and before the Same shall take Effect, shall be approved by him, or being disapproved by him, shall be repassed by two thirds of the Senate and House of Representatives, according to the Rules and Limitations prescribed in the Case of a Bill".

Here is what has happened under this administration. The president of and by his own volition and certainly by design, has by his divisive rhetoric, thrown the congress into gridlock. Thereby circumventing the traditional roles of the Senate and the House Representatives, and in their place, and enacting by presidential fiat, over 900 executive orders which are enforced and managed by unelected so-called czars, appointed by this president. That's the real reason we don't have a federal budget. O doesn't want to be in any way fettered by congress. There are those pesky republicans in there and they won't play ball with his liberal goals.

But no, Obama has forgone the traditional role of the president and taken it upon himself to get into the coal business, and social justice, and every other business, so that he can "fundamentally transform" our republic, into some kind of a la-la liberal envisioned 'green utopic'.
