Clay County will win as North Laurel is not consistent enough to win the region. The darkhorse is Harlan County. Beware of the Lady Bears.

Bell County has shown that they could compete with the best teams in the 13th Region except for the lose to Clay County.

No they do a blind draw. It is a 5 team district and 3 of 5 vote for the draw knowing 8 out of 10 years that is their only shot at region.
