Best Player at Russell to never play college would be Ryan Watkins.

At Paintsville I would go with Joey Couch. 6'4" 230# 4 year starter All-tourney at Sweet 16 and Myrtle beach Belk Beech Ball Classic I think he was 3rd team All- State, scored over 2000 points was a fantastic basketball player but went to UK on football scollly. Was team captain there and All-SEC at noseguard.
