Clarification on "red" counties and recommendations

If the host team is any color but red but the visting team is red what are the recommendations? If this is the case could they switch venues to stay within the guidelines?

We aren't even supposed to be using the silly color coded chart. It explicitly says to not use it unless the state's positivity rate is greater than 6% and we aren't even close to that #.
