sounds like typical E-Ky officiating. I once saw a referee working a two man system give a PK to Rowan County on the oppisite side of the field he was working. The ref that was in position to make a call was not going to call anything...LOL. Just the other day I had a KHSAA ref tell me there was "no such thing as impeding"....its not called often...but it does exist!!!
