I believe Newport is the #1 seed coming out of the northern district thus giving them homefield this weekend against Russell. I may be wrong.

You are correct clubber lang. East Carter was the #2 seed in Russell's district. Newport won their district. Russell will travel to Newport this week. Then, the winner of the Newport/Russell game will host the winner of the Belfry/Sheldon Clark game.
