Below are the number of games won during the past 20 years (1998-2017) for each of the 16 regions.
11th Region- 43 wins (5 championships)
7th Region- 40 wins (3 championships)
4th Region- 26 wins (2 championships)
9th Region- 25 wins (2 championships)
10th Region- 24 wins (2 championships)
6th Region- 21 wins

It should also be noted that Regions 1, 14 & 16 do not have an ACTIVE school with a state championship

That's good info. I would never have guessed that Ashland and Blazer were considered two different schools.

They still claim all prior championships and records from the old Ashland HS. I don't see anything wrong with that, but it is not the same school. I could be wrong (I'm sure somebody will be quick to correct me) but I think a couple schools consolidated to make Paul G. Blazer.
As many times as Johnson Central has played Ashland in football, I can't recall calling them anything but Ashland. Not Blazer, not Ashland Blazer... just Ashland. Their sports uniforms have Ashland on them. Seems like they want to be referred to as Paul G. Blazer HS when it comes to anything but than sports.

Paul G. Blazer High School (named for Paul G. Blazer[2]) is a public high school located in Ashland, Kentucky. It is part of the Ashland Independent school district. Hazard is in the 14th Region and has two KHSAA Boys State Championships in 1932 & 1955.

I think Central Florida claimed a title last year but I am not sure what region they claimed to be from.

How about Hazard 1932 and 1955 basketball state championship.

13th has a very low total, but has been very unlucky with some of the draws.
1998 and 1999 Clay County teams would have been ranked around the middle of the pack, but drew Paintsville and Madison Central.
2000 Corbin was an excellent team that had the bad luck of drawing Russellville and Tony Key, but were still able to play with them. Of all the teams that they could have gotten, that literally might have been the worst because of Key's size.
2009 Corbin and 2010 Corbin were in the same boat as some of the early Clay County teams. Tough luck in drawing Louisville Eastern (at least five division one players, some high majors, and a 6th man who played TE at Illinois) and Scott County (four or five division one players, including Ge'lawn Guyn [Cincinnati], Chad Jackson [James Madison], Tamron Manning [Marshall], etc.).
2014 Clay County was a very solid, and highly underrated team entering the tournament, but only lost to eventual State Champion Covington Catholic by two points. Given their performance, I'd think that it'd be fair to say that they were capable of beating a number of teams in the field.
Unless I'm missing someone, that is what you would safely say was six of the top eight or nine teams in the era losing tough first round match-ups. A rather high percentage that it'd be interesting to see if other regions would match. I say that hoping I'm not overlooking too many strong South Laurel teams (didn't get to see the 2016 team).
In short-- I don't think that the 13th was as weak as it appears given bad matchups for the best representatives; the small sample size (20 years); that shortly after winning State, South Laurel came into the fold via realignment; and that some of the regions best years (late 80's and early to mid 90's Clay County, Corbin, and Harlan teams) are some of the first excluded.

Yes, they did. The Bulldogs were a powerhouse. However, this thread just lists the last 20 years.

You are exactly correct. I mistakenly had given the 3rd region credit for Christian County's state championship. If you catch any other mistakes please let me know. The revised list is below:

Eh... probably more just a run of bad luck in such a small sample size.
I would think that some of those 13th Region teams (particularly the 2000 Corbin and the 2014 Clay County squads) would have been underrated going in anyway.
Overall, I think seeding would really hurt the chances of the underdogs. Most years, you'd have teams from the 7th and 11th seeded in the Top 4 and most likely not meeting one another until the finals (or semis at best).
Getting an easy first game and being able to avoid one another until late would probably be disastrous for most other team's chances.
Would be interesting to see how teams would have been seeded using the Cantrell and Litkenhous ratings would have paired teams in previous years. For example, if you go back to 2005, you'd have to think that Ballard and PRP would have been #1 and #2.
That puts South Laurel having to beat each of them regardless of where they came in if chalk held. Throw in another game against a Henry Clay, Bullitt East, or Pendleton County just to get that far and it gets far more difficult.
