KHSAA makes no credence to strength of schedule.
Rose Hill could play Piarist 30 times and have a great record.

Rowan beat Lewis. East choked up a big lead against Lewis. I think East is better.

You can't rate teams by their records. For example, Ashland is undefeated but the teams they have played have a combined record of 12 wins and 27 losses. Russell's opponents have won 25 and lost 26 whereas Fleming County's opponents, not counting Russell which is 7-1, are 15 wins and 20 losses (Russell is 7-1). All seem to be doing well against overall lesser opponents.

While I agree with he general premise of your post I think you can rank these teams based on result inside he region. Ashland has wins over Lewis, Boyd, and a bad Greenup team. Russell has wins over Boyd, Raceland, Fairview, Morgan, and I believe East. Given that who would you rank ahead of Ashland or Russell inside region, outside of Fleming of course?

Fleming not real big but smart team, athletic and takes good shots. Very good guard play which is always important when districts and regionals rolls around. Ashland has a very good group of players too, not one "big time" guy, but a good group that knows their roles and plays team ball, and Skaggs gives Russell a chance to win on just about any given night. I have got to see alot of the teams in the region play early in, these are the three that have impressed me the most. Oh, Boyd looks much improved to me, nice win over Shelby the other night for them. I don't think they can win the region but that program apprears to be in good hands and headed in the right direction.

Inside the region, no one. And, you are quite correct. The thread deals solely with the 16th Region. I tend to look down the line to when the region representative goes to one of the major venues or to Rupp Arena. In that case, the outlook isn't very good for any of the three. I assume you would agree that, to compete, a school needs to schedule strong opponents. A loss against a good team is better in the long run than a win over a weak team in your own region.
There appear to be a couple of decent teams in the Ashland tournament- NCC for sure and maybe Henderson County or West Jessamine. Hopefully, Ashland and Russell will play them somewhere along the line. It would be good for both of them.

Russell gets West Jessamine as their opener in the AIT.
Before that they go to Holmes for the Stop-DWI classic. They open there with Scott and then get Holmes or Harrison County.

How a team does at the state tournament is very dependent on their draw.

I think that, in most years, the state tournament has three or four )at best) good teams and the rest are the survivors of weak regions. For the good teams, the draw is vitally important. If they can draw weak teams for the first two rounds, as often happens, they are well rested for the semi-finals. I'm not sure I totally agree. The draw has been very important to Rowan Co 2 years.

Could be. Rowan County certainly overachieved two years ago and almost won the tournament. Cinderella teams do that from time to time and that makes the tournament interesting. Last year, they lost after an easy first round win which was about as expected by unbiased observers.
In modern history the 16th Region has not been seen as a strong region. Every now and then (Rose Hill in 2003, Elliott County a couple of times, and Rowan County in 2011), it sends a good team. However, the region usually loses early.

They would have been far better served to have scheduled CovCath and NCC or a Cincinnati school. Fleming County did go to Paducah to play Tilghman but Tilghman is weak. Russell is going to Covington to play in a tournament at Holmes. That should be a step up in competition.

Outside of the 6th, 7th, and the Lexington region the 16th has had about as much success as any other region at the state tournament. Ashland in 1996, Elliott 4 years ago and Rowan two years ago all reached Saturday. Not to shabby for a traditionally week region.
As for scheduling, I'm 100% in agreement about playing a tough schedule. You mention Clark Co. and it's a fact that this is a rebuiling year for them but if I'm not mistaken Ashland plays them every year. I don't think they scheduled them knowing they would be down this year.
If you look at Ashland and Flemings schedule for the rest of the year I don't think anyone would consider them soft. Fleming plays Johnson Central, Mason Co., Harlan, Henry Clay, Lafayette and potentially Montgomery Co.
Ashland's remaining schedule includes, Johnson Central, Mason, Ironton, Tug Vally WV, Clay Co, and potentially Henderson Co, NCC, West Jessamine depending on how the AIT unfolds.
