Men's basketball coaches are on the verge of being allowed to send unlimited texts and make unlimited calls to recruits who have finished their sophomore year of high school.
As of Friday, the NCAA will also allow coaches to send private messages through social media sites like Facebook and Twitter.
The NCAA is allowing coaches to text, tweet and talk to their hearts' content because, as council chairman and Missouri athletic director Mike Alden put it, the organization "recognized the evolving nature of communication with students."

This definitely helps schools like UK that has a huge media surrounding and fan following, but it will greatly hurt the small schools.

Actually this will benefit the smaller programs far more. The big time
programs with huge rercuiting budgets own the advantage in the
face to face recruiting, and that will remain, but any school will
be able to have an equal ability to communicate in these media,
which have a very LOW fixed cost. I doubt it will end up making much
difference in the end, but now a Murray State can make 500 electronic
contacts with the same recruit a UK makes 500 electronic contacts with,
without any hit to the budget.

That's the standard advantage that UK/Cal will always enjoy. This new
rule does NOT hurt small prgograms, but in fact DOES help them level
the field in this small way. It's a tool all schools can use equally
without regard to recruiting budgets.
