I could go for the part in your post I have bolded. Make it a 4 year rotation and allow the members of each district to choose the site within their district that they want to hold the tournament when it is thier district's turn. Put down some requirements in regards to parking and gym size. More than likely the 4 year rotation choices would be a each district's largest facility and would be something like this:

53rd: Knott Central
54th: Perry Central
55th: Breathitt
56th: Powell

If you are going to eliminate split session, you would only use Knott and Perry as Breathitt and Powell both used split sessions.
