Letcher Centrals can hold as much as Powell but Powell does have a better parking setup. If you go to one site, you need to rotate districts as the hosts. You do not need the same people every year running the regional tournament. This will only cause allegations of political shenanigans in regards to officiating and anything else the wild imagination would conjur up. The positive thing about split sessions is that it allows all the fans to set in their designated area. If you had two large fan bases on the same side of the gym playing in separate games. If the school with the large fan base in the first game wins, most of them stay to see who they will play. This in turn causes the fans from the second team to have to sit all over the gym as they cannot all sit together.

I could go for the part in your post I have bolded. Make it a 4 year rotation and allow the members of each district to choose the site within their district that they want to hold the tournament when it is thier district's turn. Put down some requirements in regards to parking and gym size. More than likely the 4 year rotation choices would be a each district's largest facility and would be something like this:

53rd: Knott Central
54th: Perry Central
55th: Breathitt
56th: Powell
