Testing has to be random, because if it isn't the child's parents could file suit. Steroid testing is very expensive. I have been around HS athletes for nearly a decade and have only known of one player that was suspect. Maybe at schools with much more internally competitive programs it is more of a problem, but for most schools (especially county schools) it is not that wide spread... for two reasons: too expensive for a teen to be able to buy them (only a psycho coach would provide them) and accessibility is very limited. I have been in the weight room longer than any high school athlete has been alive. This kind of stuff should definitely be addressed, but college is where they are more likely to use this stuff (because it is more accessible and affordable, for a lot more kids).

I always use myself as an example to the kids (not to use). "I have been lifting for 19 years. I have set state and American records in powerlifting and have never used steroids or any other illegal substance, for that matter. I have deadlifted 600 lbs; squated 550 lbs; and currently bench 480 lbs... and I will pee in a cup any time to prove that I am clean."
