I think this brings up another point. If you have a kid test positive before the championship game then shouldn't it be ruled like playing an ineligible player. Then the teams would have to forfeit the entire season.

Good point, but what about the team's and players they would forfeit to/ What if they also had user's? Would not work IMO because it would not be fair. I do think that you can and should test at the championship level, but make that kid ineligible to play. This help slow it down. IMO it is like all the drug's, the law cannot stop them from being used wrong. I have no clue on most of this subject because I am not a user or know anyone on them. What do they cost on the street, from a doctor? Example: bottle of Testosterone.
