The man who shot him was released with no charges.. it was self defense..
WYMT said they were fighting over the war and troops and Police believe the victim started the fight with the other man before the shooting.
"One witness account stated prior to the shooting, the person that got shot physically assaulted the person who done the shooting prior to the shooting incident," Trooper Scott Hazlette said
