Looking at it from the district winners' perspective:

Paintsville will get Prestonsburg, East Ridge, or Belfry
Allen Central will get Johnson Central, East Ridge, or Belfry
Shelby Valley will get Johnson Central, Prestonsburg, or Belfry
Phelps will get Johnson Central, Prestonsburg, or East Ridge

East Ridge is 16-12
Belfry is 15-14
Johnson Central is 12-18
Prestonsburg is 9-18
