Alls that article says is Thurmann was cleared to workout with the team while his reinstatement is pending. He's five pounds heavier than his game weight, which he may be planning to play heavier, or it could mean that it will come off once he starts practicing and conditioning.

I don't think that Goodell will pull another "you're not reinstated because I know things that you did that even you don't know about."

By the way, there's no way that he could be heavier than game weight if he was on drugs, and if he was in any bigger trouble it would have been brought to the public's attention.
