Yes, it was an infield fly, The batter was immediately called out. The runner on first had left the base and was trying to get back to first when they made contact with the fielder as the fielder was attempting to catch the ball. Should have been dead ball, with the batter out, and then the runner out for interference.
Instead, the umps allowed the winning run to score on the interference play.
