One other factor is that many players have decided not to play for various reasons. You can't realistically ask for much more than 3 regional championships in 5 years. So many things can happen during tournament time. The best team definitely doesn't always win.
Oh you are completely right, they have under achieved because alot of these kids did not play. It is bad when you can get a better team out of the hallway. I am taking nothing away from the 3 titles Valley has, this is quite an accomplishment. I am just saying that since the mid 90's the opportunity was there for a few more.
