Not sure the purpose of your post? Andy wasn't Governor in 2009 when this legislation was passed.
Beshear is governor now and he is fighting efforts by Republicans to stop paying benefits to illegal aliens. It doesn't matter who was governor when the law was enacted. It was wrong then and it is wrong now.

You do realize it was a republican senate that both proposed said bill and passed it that year dont you.

You do realize that the KCPE created and enforces the policies concerning in-state tuition and that every single current member of the KCPE board was appointed by Democrat Governor. Andy Beshear, don't you?
