I'm not going to pretend to be an expert on California water management but I am not going to assume that the two self-proclaimed experts quoted in the "Alternet" article cited in the OP are actual experts. One is a project manager who majored in political science and the other one is an anti-Trump California liberal who claims the recent wildfires are the direct result of climate change.

Whatever Gavin Newsom and the radical left wing-nuts in California have been doing to prepare for and mitigate natural disasters, it isn't working. I prefer letting states manage there own affairs whenever possible but California's state government and most of its local governments are turning California residents into perpetual victims.
