The Supreme Court has ruled that the president's constitutional powers cannot be restricted by a Congressional action. Adam Schiff's law does not apply to any president who chooses to ignore it. 

Schiff needs to focus on following laws himself. Pam Bondi will not ignore his corruption the way that Merrick Garland did and Schiff cannot count on a Trump pardon to keep him out of jail.
