This sounds like a separation of powers issue. The president can fire anybody who reports to him in the executive branch. Inspectors General are political appointments. They work in the Executive Branch and Trump is the chief Executive. 

Democrats should sure Trump and let the Supreme Court decide about this executive action. That is not likely because they know the likely outcome.
