This pardon was intended to protect Hunter from being charged with crimes that have no status of limitations, such as child sex trafficking. It was also issued as much as an incentive for Hunter to not testify against Joe, as much as it was to protect Hunter from incarceration. 

The problem for Joe is that Hunter can no longer invoke the Fifth Amendment to avoid testifying about all of the crimes he and Joe have committed in the past decade. If Republicans decide to hold Joe accountable, he may regret making the pardon so comprehensive. Of course, Joe could always "pretend" to be suffering from dementia, but Hunter will not have that excuse.
