I believe that he may be referring to Trump's past concerning the scatterbrain approach.  Hopefully you will turn out be be right about version 2.0, although we may not agree with everything on his agenda.  The economy, the border and a declining deficit are what I'm hoping he can accomplish.
McConnell is already setting up barriers to Trump's agenda. Trump seems to be spending his considerable political capital better so far than he did early in his first term, so hopefully he will steamroll Mitch the way that I hoped that he would in 2017 and 2018. IMO, he has assembled a very strong transition team and is making some great cabinet appointments.

Trump has admitted that he relied too much on other people's recommendations during his first term and made to many bad hires because he did not know enough qualified people personally. Self-financing a transition team prior to the election was a brilliant idea. He is putting together a good mix of people with Washington experience and outsiders.
