So, there actually IS uniformity - they're following the rules.
National lets each state make THEIR rules.
In VA, the running clock rules say AFTER halftime (but that's not always the case) AND it can be skipped if both coaches agree.
And diff. clock operators have their own rules on if the clock stops after a score or not.
As long as a coach doesn't complain, the refs are fine with it.
