What exactly does the current NFHS Rule Book say about the Running Clock rule?

Franklin County's middle school team and highschool team has played some of the shortest games I have ever seen. Opposing coaches asking for all kinds of things. Shortened quarters, shortened half times. continuous clock requests in 14 pt games.. etc.
That's the exact reason for this post.... there doesn't seem to be uniformity across the state with this rule.

The only armor that Officials have are the current editions of the NFHS Rule Books & Case Manuals for the various sports.  The Running Clock is one part of the Rule Book that the state needs to be consistent with.
