Newport and Middlesboro moves down to 1A but who moves up? Or did two 1A schools stop playing football?

Rumor is Holy Cross Covington was also moving down to 1A. I don’t understand all these schools going to 1A not sure how that will work. I think Bellevue maybe done I just don’t see how they can pull off another season.
