TRT, you may need to take an economics or two. Raising the debt ceiling is to pay for debt already incurred the past few years, including this year, and cannot be used for new spending. That being said, Clinton was the last President to balance the Federal budget. The previous 3, Trump, Obama and Bush had the largest deficits in US history.
