I cringe when I watch people checking out using their "free" food card and then shelling out cash for lottery tickets and luxury items for which taxpayers are not yet on the hook.

You know if they did that they would be in serious trouble right? There's no way any kind of fraud like that would happen. It's a card and I'm pretty sure it can be tracked, what they use it for.
