Two sentences - in one, you stated that "ALL" states have a sales tax. In the second sentence, you stated that "ALL" states have a withholding tax. There was nothing ambiguous about those sentences, nor was there anything ambiguous when you claimed that there is a 7 percent national sales tax. When you paraphrased what you said by combining the two sentence and then claimed that yout grammar was being nit-picked, you lied.
