a lot of republicans do not have a spine, it's true. but many more are liberals, hiding in conservative clothes. That is until as you say, they are called on to vote or refusing to bring forth the legislation that their conservative base desperately seek, choose to leave their base just standing there jilted, and for the most part un-represented. The word dishonest don't quite cut it.
