Hazard and teams like them have the best of both worlds now - they can win an All A Classic state championship and still have a chance to compete in the Sweet Sixteen.
Harlan won two All A titles in the 90s and got to play against the elite teams in the state in the Sweet Sixteen - I'm sure they would rather have done that instead of being limited to just a Class A tourney.
It's confusing what it is you want - if it's class basketball why not just say that instead of playing around with the district/regional system?
