This fish will not be counted as the world record. In the state of california it is illegal to foul hook a fish (State Fish and Wildlife) even if it was found that the fish did weigh 25.1 pounds it would not be a record beecause the world game fish commission says that the fish be reviewed for any record must be legal within its state
