When a team decides to play up a class, the bottom three teams in said class are given the opportunity to play down in ascending order. First the smallest team is offered. If they pass, the second smallest team is offered. So it is an option. They are not forced to play in the lower class.

But it's not really in the hands of the team wanting to play down. If no one requests to play up, then it's not an option. Have teams played down? Yes. But, teams don't just get to play down because they want to.
