I thought the same thing but once at first but once the Danville receiver possess the ball and has one foot down it is a touchdown and nothing you see after that point can change that. I’m not sure that is what the official was thinking or not but I have seen a couple other stills that is prior to the photo you posted that clearly shows the kid controlling the ball with his foot down.
