The biggest problem with high school officials has been, and always will be, favoritism.

A couple of guidelines and safe guards should be setup IMO.
1. Officials cannot officiate any games where they are an alumnis of, or have any immediate family who is currently or has been associated with the school.
2. You cannot officiate in the county you currently reside.
3. You cannot officiate in any county you grew up in.
4. Officials may not have contact with any coach at any school while in season.
5. You cannot work with the exact same crew more than once per season.
6. Officials cannot call off-season games, AAU, travel ball, etc.

This would apply only for high school.
This obviously would be near impossible with the "shortage" Of refs, but it would solve a lot of problems and hush a lot of rumors yearly.
