I like Israel's policy of destroying the homes of terrorists. They don't deliberately kill families, they evacuate houses owned by terrorists and then level them to the ground. A large minority of Muslims are willing to die for their religious beliefs, but those who have a will to live and do not want their families left homeless are still a majority among Muslims. Kill terrorists where they are found and cease or destroy their assets. That is sound policy for discouraging further terrorism and it should be our government's policy. Law enforcement already ceases property used in illegal drug trafficking, so ceasing the property of terrorists should withstand a constitutional challenge.
