Simply pick the regions, 1 through 16.
After picking the 16 regions, select any region for a tie breaker.
Then select the total number of points to be scored in the championship game of the region you have selected for your tiebreaker. When you select a region for your tie breaker, The team you have selected as well in that region must win the region. In a tie, The person with the closest prediction on a total of number points scored in the championship game of the region they have selected as their tie breaker will be the winner.
That away they can only be 1 winner.
