I believe the Reigns ordeal has them perplexed. They are still playing out the plants that leaked back in July. It depends on whether they can salvage Reigns. If they stick to the plan, Cena and Rusev will compete in Wrestlemania. That is still likely, thus some how Cena gets screwed in this match in order to set-up Mania. Since Cena is 50% in Mania's, then yes, I could see Rusev go over Cena as long as they can still book a Rusev/Reigns showdown in the spring.

If they feel they have to go with Rollins, then the only logical babyface for the spring would be Cena, thus Cena has to win clean at Mania over Rusev.
