THose 3 districts are easily the worst and there is a legitimate chance 3A District 7 is the weakest of the lot with a very down Breathitt program in it.

To put what you said in perspective

2A district 5 - 17 total wins Out 5 teams combined. 7 come from district competition.
1A district 2 - 18 total wins, 4 teams combined. 4 in district play.

3A district 7 - 12 total wins from 5 teams. 8 against district opponents.

Yeah 3A-7 is sad.

Side note district 8 of 5A is pretty darn bad as well..
12 total wins and 4 from the district.
