Boone County, Ryle, Cooner and Cooper's problems are that they've all played programs that are equal to or better than theirs this year. Conner lost a ton from last season, so their slow start was expected. Ryle has a new head coach, and have played a tough schedule so far. Boone County has also played a tough schedule, and the coaching staff is trying to piece things together in their 2nd year. Cooper is having a strong season so far, just had issues with a really good Campbell County team that's a class ahead of them.
I don't think it's the administration, but more who they've played and the circumstances for each program.
