I agree that Pendleton Co will play up because they will have company that have not had before in Mason Co and Bourbon Co to go along with themselves and Harrison Co. That's almost a 4A district. When Pendleton Co goes up that opens the door for East Carter to come back to 3A and I think they will. If Bath Co goes up then Magoffin Co goes down and joins the P'burg 2A district. My bracket is similar to your with a couple of changes:

CLASS 3A
District 1 – Fort Campbell, Paducah Tilghman, Trigg County, Caldwell Co, Union Co,
District 2 – Adair County, Edmonson County, Hart County, Larue Co, Etown
District 3 – Central, Moore, Waggener, Thomas Nelson, Bardstown
District 4 – Henry Co, Garrard County, Western Hills, Lexington Catholic, Boyle Co.
District 5 – Bell County, Casey County, Corbin, McCreary Central,
District 6 – Powell Co, Estill Co, Breathitt Co, Jackson Co, Morgan Co.
District 7 – Bath Co, Fleming Co, Lewis Co, Russell, East Carter
District 8 – Belfry, East Ridge, Lawrence County, Pike County Central, Sheldon Clark

Regions 1 and 2 are west of I-75 and regions 3 & 4 are east of I-75 (except Casey and McCreary).

This is mine as well, but I threw Henry County in District 3 solely based off the fact they are 30 miles up I-71 from Louisville, but Henry could go 3 or 4.

If the KHSAA has any sense about them all, this will be it.
