Is it right that teams cant move up if other teams wont move down?

So so teams may not want to move down due to driving distance.

It makes no sense for Letcher, Perry, Knox, Clay not to be in same dist. Very close to each other.

Johnson Central from what I have read is scared of Highlands and wants to make teams drive 2 hours for dist games just so they can avoid Highlands. HOW STUPID.

How do you figure JC is scared.Over the past 6-8 years they have had one of the toughest schedules in the state year after year.Yes they win a some and lose some.But they havent been scared to play anyone.
